Pan Violates Political Reform Act 

Senator Richard Pan violated the Political Reform ACT 87100 multiple times, including by authoring AB2109, SB277 and SB276. The act forbids public official from making laws they have a financial interest in. Dr. Pan took money from vaccine-making companies and shortly after, introduced AB2109 as assemblyman. The bill restricted Personal Beliefs Exemptions. There was no consequence.

Later as senator, Richard Pan introduced SB277 and again violated the political reform act 87100. The bill mandates vaccinations for any child wanting a public or private education in California, which not only violates the Constitution, but also state law. It is no secret physicians receive higher bonuses if a greater percent of patients are vaccinated.

The California Political Reform Act 87100 says “no public official at any level of state or local government shall make, participate in making or in any way attempt to use his official position to influence a governmental decision in which he knows or has reason to know he has a financial interest.”

As practicing pediatrician while holding office as an assemblyman and senator, Dr. Richard Pan has aggressively and willingly violated the laws of this land, not once, twice but multiple times. Senator Pan has enriched himself personally by profiting from the passage, and behave more a lobbyist in pharma’s interest, rather than public servant representing the people’s best interest.
